In 2020 Maat for Peace and Development and Human Rights and Just Access submitted UN comments on Yemen’s ICCPR review, innovatively proposing that it applied to Houthis, non-State actors recognised as ‘de facto authorities’ with functional responsibilities, including for indiscriminate drone attacks.
