
Luca Brocca is Head of Legal Research at Just Access e.V. He has been part of Just Access since 2022, progressing from Legal Intern to Representative and, since January 2026, Head of Legal Research. He has authored numerous blog posts for Just Access on access to justice in international law and contributed to projects within the OSCE network and discussions related to the UNCAC Coalition.
He is currently completing a Master’s degree in Space Law and Geopolitics at LUISS Guido Carli. He holds an M.A. in European Studies from KU Leuven, with a specialisation in EU external relations and global politics, and an LL.B. in Comparative, European and International Legal Studies from the University of Trento, including an Erasmus+ exchange at the Vrije Universiteit Brussel. His academic work spans public international law, privacy and data protection, food security, and space law.
Across his work, Luca adopts an approach centred on human rights, viewing them as the foundation of legal analysis.
